These are Early American Pattern Glass salt & pepper shakers.
What we sell here are the shakers.  The metal tops mostly did not fare as well as the glass over the past 100 or so years. 
We do not guarantee that any tops are original to that shaker.
Around the 1860s, a way to shake salt onto food began to be tried in earnest.  Many experiments for agitators were tried including two demonstrated below.
A Richardson shaker.
It includes the earliest unattached agitator according to Peterson*.  It is impressed with a patent date of Dec. 3 67, see HERE. The shaker base also shows the patent date see HERE.
Not for sale.
This is an 1884  Ripley Mascotte aka Dominion pattern shaker.  The lid has 2 prongs poking down to hopefully break up salt crystals.
